That's why we use a separate database and not bookmarks

Then you can use policies to have it replicated to every desktop.
We use Desktop manager to make it the Homepage for everyone.
It understands Notes Locations so you can have users access the right server.
It works for 6.5.6, 7 & 8 mixed environment.
Web is not a choice as you don't have an offline mode, ability to use Locations and it's not in Notes.
